Strengthening fiscal, tax and financial policy support. Continue to accelerate the progress of export tax refunds, compress the average time for tax refunds to less than six working days, and temporarily waive the collection of interest on tax moratoriums for domestic sales by processing trade enterprises until the end of 2022. Optimise the underwriting and claims conditions of export credit insurance, and increase the protection for small and medium-sized foreign trade enterprises and the risk of order cancellation before shipment. Increase export credit support, focusing on alleviating the financing difficulties and expensive financing problems of small and medium-sized foreign trade enterprises. Maintain the basic stability of the RMB exchange rate at a reasonable equilibrium level, enhance the awareness and ability of foreign trade enterprises in exchange rate hedging, and actively and steadily promote RMB cross-border trade settlement.
Establish a number of additional comprehensive pilot zones for cross-border e-commerce and cultivate a number of offshore trade centre cities (regions). Promote the high-quality development of overseas warehouses. Actively utilise the Guiding Fund for Innovative Development of Trade in Services and encourage financial institutions to increase their support for various enterprises to build and use overseas warehouses in a market-oriented manner. Adjusting and optimising the list of cross-border e-commerce retail imports and expanding the categories of imports to better meet diversified consumer demand.
Ease the pressure on international logistics and other foreign trade supply chains. Encourage foreign trade enterprises to sign long-term agreements with shipping enterprises, and organise direct customer docking between small and medium-sized foreign trade enterprises and shipping enterprises. Strengthen regulation in the field of international maritime transport, and call for joint efforts to smooth international logistics on multiple bilateral occasions. Do a good job of importing bulk commodities and actively safeguard the domestic supply of bulk commodities. Actively work on trade adjustment assistance. Further enhance the level of trade liberalisation and facilitation.
Support key enterprises in key industries. Deepen cooperation between the eastern part of the country and the central, western and northeastern parts of the country in building national processing trade industrial parks, and cultivate and identify a new batch of accepting and demonstration sites for the gradient transfer of processing trade. Cultivate a batch of double-cycle trade enterprises. Support enterprises exporting labour-intensive products in a compliant manner, and support localities in studying the establishment of a regular monitoring mechanism for the employment of labour in foreign trade.
